On January 8, 1948, Nihon Keizai Shimbun attempted to report that the Norwegian government expressed interest in ordering whaling boats from Japan (“32 whalers, such as one mother boat, 4 catcher boats and 7 tankers”). The article was suppressed by the Civil Censorship Detachment (Prange Call No. 48-loc-0065). The Japanese galley proof of the article concluded with the following sentence, “資材関係でこれを全部受注することは困難とみられるが新春の造船界に朗報を投げている”, which was translated in the CCD document as, “Due to the shortage of materials, it seems to be impossible to receive the order in all. But as it is a good news early in the New Year, shipbuilding circles are getting active.”
